Needed to make some changes to account for the stable31 branch differing a bit in terms of code, but the logic should be the same and the changes were very minimal.
The failing Cypress tests are due to having no supported browser versions, which would be fixed by #5720. Even though it's an end-of-life branch, it would still be nice to have green CI so we can merge backports if needed.
